Attending to Injured Workers, Reducing Costs & Fighting Fraud

In 2003 and 2004, lawmakers passed legislation to reform the workers compensation system through a comprehensive set of refroms to reduce costs. The new laws created medical cost control programs through the use of medical treatment guidelines and limits on medical payments. These laws also standardized the permaments disability system, limited temporary disability to two years and eliminated unreasonable penalties.
Results from an informal survey of 2 / 3 of the Council’s membership in April 2006 disclosed a savings of more than $4.4 million in workers compensation costs as an outcome of these reforms. These savings afforded survey respondents throughout the state the opportunity to train and provide job-placement services to an additional 4,223 Californians, according to the survey’s tabulated results.

Goodwill organizations throughout California employ and train many injured workers looking to reenter the workforce. In addition, these organizations employ thousands of individuals statewide in their retail thrift stores and recycling centers.
Workers compensation reform legislation was passed in 2003 and 2004. These new laws have fundamentally changed workers compensation in California. Goodwill organizations have seen a positive change in their workers compensation costs in the past two years and want to see these reforms continue into 2006 and 2007

Goodwill has experienced the frustrations of California’s broken workers’ compensation system from the perspective of both the employer and the injured worker.
The Council of California Goodwill Industries is a strong supporter of workers compensation benefits to injured workers. However, the current system is costly for employers and is not effectively getting injured workers back to work.
