Public Policy Participating in State-level Legislative and Regulatory Processes The Council’s Public Policy efforts focus on strengthening the delivery of Goodwill services and preserving the integrity of our workforce development programs.  Each year priority issues are identified and become the foundation of an agenda aimed at helping educate and influence legislators to safeguard the interests that provide funding and support for Goodwill core functions. The Council spearheads these efforts under the leadership of its Public Policy Committee.
